The following is direct, unedited text from the White House on the Biden-Harris administration’s actions on guns. Some passages are put in italics to show parts we thought were pertinent in particular to gun owners.

The Biden-Harris Administration is announcing six initial actions to address the gun violence public health epidemic. The recent high-profile mass shootings in Boulder – taking the lives of 10 individuals – and Atlanta – taking the lives of eight individuals, including six Asian American women – underscored the relentlessness of this epidemic. Gun violence takes lives and leaves a lasting legacy of trauma in communities every single day in this country, even when it is not on the nightly news. In fact, cities across the country are in the midst of a historic spike in homicides, violence that disproportionately impacts Black and brown Americans. The President is committed to taking action to reduce all forms of gun violence – community violence, mass shootings, domestic violence, and suicide by firearm.

Today (April 7) the Administration is announcing the following six initial actions:

The Justice Department, within 30 days, will issue a proposed rule to help stop the proliferation of “ghost guns.” We are experiencing a growing problem: criminals are buying kits containing nearly all of the components and directions for finishing a firearm within as little as 30 minutes and using these firearms to commit crimes. When these firearms turn up at crime scenes, they often cannot be traced by law enforcement due to the lack of a serial number. The Justice Department will issue a proposed rule to help stop the proliferation of these firearms.

The Justice Department, within 60 days, will issue a proposed rule to make clear when a device marketed as a stabilizing brace effectively turns a pistol into a short-barreled rifle subject to the requirements of the National Firearms Act. The alleged shooter in the Boulder tragedy last month appears to have used a pistol with an arm brace, which can make a firearm more stable and accurate while still being concealable.

The Justice Department, within 60 days, will publish model “red flag” legislation for states. Red flag laws allow family members or law enforcement to petition for a court order temporarily barring people in crisis from accessing firearms if they present a danger to themselves or others. The President urges Congress to pass an appropriate national “red flag” law, as well as legislation incentivizing states to pass “red flag” laws of their own. In the interim, the Justice Department’s published model legislation will make it easier for states that want to adopt red flag laws to do so.

The Administration is investing in evidence-based community violence interventions. Community violence interventions are proven strategies for reducing gun violence in urban communities through tools other than incarceration. Because cities across the country are experiencing a historic spike in homicides, the Biden-Harris Administration is taking a number of steps to prioritize investment in community violence interventions.

  • The American Jobs Plan proposes a $5 billion investment over eight years to support community violence intervention programs. A key part of community violence intervention strategies is to help connect individuals to job training and job opportunities.
  • The U.S. Department of Health and Human Services is organizing a webinar and toolkit to educate states on how they can use Medicaid to reimburse certain community violence intervention programs, like Hospital-Based Violence Interventions.
  • Five federal agencies are making changes to 26 different programs to direct vital support to community violence intervention programs as quickly as possible. These changes mean we can start increasing investments in community violence interventions as we wait on Congress to appropriate additional funds. Read more about these agency actions here.

The Justice Department will issue an annual report on firearms trafficking. In 2000, the Bureau of Alcohol, Tobacco, and Firearms (ATF) issued a report summarizing information regarding its investigations into firearms trafficking, which is one way firearms are diverted into the illegal market where they can easily end up in the hands of dangerous individuals. Since the report’s publication, states, local, and federal policymakers have relied on its data to better thwart the common channels of firearms trafficking. But there is good reason to believe that firearms trafficking channels have changed since 2000, for example due to the emergence of online sales and proliferation of “ghost guns.” The Justice Department will issue a new, comprehensive report on firearms trafficking and annual updates necessary to give policymakers the information they need to help address firearms trafficking today.

The President will nominate David Chipman to serve as Director of the Bureau of Alcohol, Tobacco, and Firearms. ATF is the key agency enforcing our gun laws, and it needs a confirmed director in order to do the job to the best of its ability. But ATF has not had a confirmed director since 2015. Chipman served at ATF for 25 years and now works to advance commonsense gun safety laws.

    When will we ban cars?
    Using the logic that guns kill people, then cars should be banned.
    When will we make people responsible for their actions and quit blaming something else?

      Joe can take his gun laws and stick them where the sun doesn’t shine. He is trying to confiscate our guns and if he tries there can and will be a civil war….

        Look at how many people have been killed by guns vs the amount of people that have been killed by the covid vaccine. The vaccine is 5 times more deadly. And he is pushing to make that manditory.

          Are you talking about the Covid virus killing more people than guns? When I did a search for Covid vaccine deaths, I saw less than 1,000 after having received the vaccine. Gun deaths average about 38,000 per year which would put us around a little over 9,000 by the end of March. As for making it mandatory, he can’t. The only thing he can do is to push to make it mandatory for kids to enter public school. That would face problems since each state has control of their education requirements.

      I appreciate the sentiment that the government is over-reaching and trying to curb our rights, but using arguments like the car one above don’t help our cause. Cars and guns are like apples and oranges. A car’s purpose is transportation; death by car is due to either accidental or intentional misuse. The only purpose of a firearm is to wound or kill. If it is used appropriately, it results in injury or death. If it is used inappropriately, it results in injury or death. Cars and firearms aren’t comparable. A better argument would be the one that our rights to self-defense against individuals and tyrannical governments is acknowledged in the Bill of Rights and shall not be infringed upon.

        You’re way off base on the ” only purpose ” of a firearm. I guess you have never heard of skeet or trap shoots. How about long range competition? You may want to think about keeping your dog out of this race. Just sayin.

          While skeet and trap shooting along with various marksmanship competitions are a side entertainment of gun ownership and good way to build necessary skills and habits for gun ownership, the original and main purpose of a firearm is still injury or death. That can be through hunting, self-defense, or military engagements. Acknowledging this doesn’t diminish the strength and legality of the 2nd Amendment. Personally, I think more people should own firearms and practice with them regularly. We would be much safer if people did.

    Why make the rationale behind the executive actions be about race?

    It’s wrong and illegal for people to kill other people regardless of skin color, ethnicity, religion – fill in the blank. I’m a gun owner and 2nd Amendment advocate, but I don’t have any issues with these actions other than naming David Chapman as the head of the BATFE. He’s a control freak (and has a penchant for gun registration – see this link: https://thehill.com/hilltv/rising/416241-former-atf-agent-calls-for-more-registration-on-semi-automatic-assault-rifles) and big on gun registration.

    I’m not big on gun registration because it 1) requires more government to administer the registration program which, if Canada is a good indicator, will end up costing taxpayers BILLIONS of dollars and only the law-abiding citizens will register their guns, and 2) we as citizens have a reasonable right to privacy (through the 4th Amendment) and a gun registration program, IMHO, violates that right.

    If the federal government just has to spend billions of dollars, why not spend that money rooting out the people suffering from mental health issues, rooting out criminals who shouldn’t be owning guns, and bolstering up police forces so they have the necessary equipment to safely (or more safely) patrol high-crime areas that they don’t patrol now because they might get shot?

    Just my thoughts.

    First, there is nothing illegal about making a firearm for yourself at home. The Ghost Gun debacle is misguided by the Obiden Administration since very few criminals purchase legal firearms anyway. Go to any inner city and one can buy nearly any firearm imaginable.
    The pistol brace debate needs to end now! The ATF set the president a few years ago giving the green light to what is now on the market. Another instance that we endured over the bump stocks does not need to be re-enacted.
    Red Flag laws will be abused by law enforcement if Obiden gets his way and we definitely do not need that!
    Homicides in large cities such as Chicago, New Orleans, and Houston have been common place for decades. If the current laws were enforced with the appropriate punishment to follow would help to improve the situation, but currently liberal judges allow criminals to walk.
    Gun Trafficking — Does the Fast and Furious ring a bell?
    Chipman has no business belonging in the ATF much less running the agency!
    This whole entire agenda that Obiden and company are proposing is a re-run of the Clinton-Obama years and has proven that their tactics do not work. Criminalizing the law abiding citizen is not the way to control violence!

    What an f’n moron. Of course one of the most violent cities in America is also one with the strictest gun laws. We all know how well criminals follow laws. Instead of wasting time on crap like this, why hasn’t he done ANYTHING about sex trafficking and child trafficking????!!! That is an epidemic of supreme proportions! Oh, but wait! That’s because his friends and colleagues all support child sex trafficking!
    With the way the election was handled, I would bet the left staged the shootings! Two reasons they would do this- 1. To misdirect the public away from the real story for that day or week, like more names from sex island or maybe more findings about Hillary and 2. Because it strengthens their anti gun agenda! Think about it. When there is a mass shooting, something else is going on that everyone misses. And of course the media quickly complies and only focuses on the gun violence. JMHO

    Joe Biden and Kamala Harris are both idiots. In a few short months, they have become one of the worst administrations in our history. All this stupid gun legislation will not stop the killing because the bulk of the killing is thugs killing each other. They should focus on the other issues they have creating like the border. Letting more criminals come into the country. Does anyone really think they will care about gun legislation. The whole Democratic Party is just about power and are not doing anything for the American People
