The National Rifle Association Institute for Legislative Action (NRA-ILA) has applauded the final passage of House Bill 1927, NRA-backed legislation that allows law-abiding Texans to carry a handgun for personal protection without paying a tax or obtaining a license from the state. It is known as the constitutional carry bill.

“A right requiring you to pay a tax or obtain a government permission slip is not a right at all, that’s why the NRA is proud to have worked closely with state leaders and legislators to pass the most significant pro-Second Amendment measure in Texas history,” said NRA-ILA Executive Director Jason Ouimet. “Our members worked tirelessly to provide the crucial grassroots support to make constitutional carry a reality and restore the rights of law-abiding Texans.”

HB 1927 does not affect previously issued ​Licenses to Carry and allows those who still wish to obtain a license in order to carry in states recognizing Texas permits to do so.  It also does not allow anyone prohibited under state or federal law from possessing a firearm to carry a firearm.

“We’d like to thank bill author Rep. Matt Schaefer and his staff for their relentless efforts to pass HB 1927 this session,” said Tara Mica, NRA state director for Texas. “We also thank House Speaker Dade Phelan, Senate sponsor Charles Schwertner, and Lieutenant Governor Dan Patrick for their leadership on this landmark legislation.”​

At the time of this writing, the bill was awaiting Governor Abbott’s signature.

Once signed, Texas will become the 21st state, including Alaska, Arizona, Arkansas, Idaho, Iowa, Kansas, Kentucky, Maine, Mississippi, Missouri, Montana, New Hampshire, North Dakota, Oklahoma, South Dakota, Tennessee, Utah, Vermont, West Virginia, and Wyoming, to allow law-abiding individuals to carry a concealed handgun without a government-issued permit.

The law will take effect on September 1, 2021.​

    I like the fact of constitutional carry but I still prefer the training we received when we obtained our carry permit. Mistakes will be made by people that has not received that type of training. I hope and pray that the crime rate in our great state goes down because of this.

      Arizona saw a decrease in their overall crime rate, and responsible gun owners will still seek training and continue to encourage others as we always have.

      I agree with the desire to see that folks get training and information about using a weapon .
      That to me was a good reason to require a license.

    Dumbest law ever. There is nothing wrong with requiring an education before carrying a weapon in public. If you don’t want to charge for the class, fine.

    I have hunted since my childhood. I am not anti-guns. I am anti-dumb.

    We have hunter safety, boater safety and drivers safety classes and requirements. Allowing someone to publicly carry a lethal weapon with no training is irresponsible of our lawmakers and incredibly dangerous to those of us just trying to live our lives.

      We don’t need a license for free speech, why do we need one for a gun? I could argue that the bias in the media and the decline in our education system will do more harm to this country than millions of firearms. Stupidity kills , not guns

    Well as of June 15 the governor has yet to sign the bill making it law.
    It may have to go into law without his signature. If that happens he won’t be governor long.

    It’s time to pass Constitutional Carry into law…. it should never have been illegal to carry a weapon for self defense. Isn’t that what the 2nd Amendment says:
    A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.”
    Why do we have to pass a law when out constitution spells it out in plain English?

    The more accurate truth is what should be reported and exposed here; TEXAS DOES NOT HAVE CONSTITUTIONAL CARRY. No matter how much folks want or fantasize it to be this is VERY LIMITED carry in a few public places without the Texas LTC, but it is NOT Constitutional Carry.

    The typical Texas practice of using the cheapest lobbyists possible, regardless of the importance of the legislation, SOLD OUT FOR THE CONSOLATION PRIZE OF PERMITLESS CARRY. As is typical of the generation the main lobbyists belong to, the last place trophy was good enough for them to keep their feelings from being hurt at the failure to get passed what long-should’ve been passed.

    When you have as much (actually more) firearms-wearing freedoms with the LTC and less actual freedoms from the New York style stop-and-frisk at officer discretion you actually wound up taking barely half a step up for a full step(s) backwards. The true enemies of the freedom sought by passing an alleged and jokingly carry law are laughing all the way to the bank with a grin of success. Regardless of what people think and/or are told by certain journalists and shithouse lawyers these liberals are realizing how their tactics worked; “just let them think they’re winning and have won something so we can still keep domination and control”. This folks is the truth of what we saw this past legislative session in Texas regarding the struggle for “Constitutional Carry”.

    Many I’ve spoken with agree this is nothing to be proud of and have absolutely NO CONFIDENCE in this new nonsense whatsoever and will maintain an LTC but not solely for travel to other states. Some even have stated that instead of winning more freedoms to wear/carry without permit the paranoid liberals have been handed on a silver platter the ability to give folks more room to hang themselves with the way this turned out. Can’t say I disagree with them. Texans need to learn that when it comes to matters of utmost importance they need to spend the money necessary for the best lobbyists in the business or else Texans will continue to get PUNKED like they actually did this time.
